The three-year legal battle led by the Kerala Pravasi Association (KPA) against what it describes as the exploitation of expatriate Indians by airline companies has reached a decisive stage. Today, KPA submitted all relevant documents and its detailed arguments before the Kerala High Court. A final verdict is expected within three months.

KPA has challenged Rule 135(1) of the Aircraft Rules, 1937, arguing that it is unconstitutional. The association is demanding that the Ministry of Civil Aviation exercise regulatory control over airfare pricing.
The legal fight began in August 2022, when KPA approached the Delhi High Court. However, the court directed the association to first submit its grievance to the Directorate General of Civil Aviation (DGCA).

Accordingly, on November 24, 2022, KPA submitted a memorandum to both the DGCA and the Ministry of Civil Aviation. No action was taken. The respondents maintained that neither the government nor the Ministry had the authority to regulate airfare pricing.

Subsequently, KPA approached the Supreme Court, which directed the association to file a writ petition before the appropriate High Court. In 2024, KPA filed a writ petition before the Kerala High Court, which formally admitted the petition on April 12. The court then directed the central government and other respondents to file counter-affidavits.

Citing public interest concerns over arbitrary fare hikes, the Ministry of Civil Aviation issued an order on December 6, 2024, setting a maximum fare cap for domestic routes. This government action served as direct evidence that the authorities do, in fact, possess the power to regulate airfares and can exercise that authority when required. Strengthened by this development, KPA continues its legal battle before the High Court.

More than 23 million passengers travel annually on the India–Gulf routes, the majority of whom are ordinary expatriate workers. When compared to ticket prices to European destinations, which are farther in distance from India, the fares to Gulf countries are disproportionately high. It is against this disparity that KPA is continuing its legal struggle.

KPA National Chairman Rajendran Vellapalath and President Aswani Nambarambath stated that if the central government and the Ministry of Civil Aviation take a firm and proactive stance, airline companies will be compelled to comply. They emphasized that the government must safeguard the interests of ordinary expatriate workers— who significantly contribute to the national economy— rather than prioritizing corporate interests.

On August 1, 2025, K.M. Shajahan appeared before the Thiruvananthapuram City Cyber Police and confessed to the charges levelled against him. As part of the ongoing investigation, the police have instructed him to surrender all electronic devices used in connection with the offences, which will be subjected to forensic analysis. Based on this, the final chargesheet and further legal proceedings will follow in accordance with due process.
Case Background:
For over a year, K.M. Shajahan (KM Shajahan) former Additional Private Secretary to ex-Chief Minister V.S. Achuthanandan, has been relentlessly targeting me via social media. He has been spreading defamatory, sexually explicit, and factually baseless content, with repeated attempts to falsely associate me in a sexually suggestive manner with the current Leader of the Opposition. These malicious actions were clearly aimed at harming my personal dignity, professional standing, and political credibility, while simultaneously seeking political and financial benefits.
Evidence strongly suggests that his campaigns are part of a larger politically motivated conspiracy, wherein I have been used as a pawn to execute vindictive smear operations against rival political figures. Moreover, Shajahan has also insulted senior journalists and women journalists who reported on this case, spreading false and defamatory videos against them as well. It has become his cruel pastime to launch merciless smear campaigns against anyone who dares to criticize him, showing no regard for humanity or decency.
Following my formal complaint to the Chief Minister’s Office on June 1, 2025, a criminal FIR was registered on June 4, 2025, at the Thiruvananthapuram City Cyber Crime Police Station under non-bailable sections of the Bharatiya Nyaya Sanhita (BNS) and the IT Act.
As part of the investigation, a police summons was issued to K.M. Shajahan directing him to appear for questioning on July 4, 2025. However, he blatantly ignored the summons and went into hiding.
In addition, the Bar Council of Kerala issued a notice under Section 35 of the Advocates Act, to which Shajahan has also failed to respond. Furthermore, based on the registered complaint and the seriousness of the allegations, the Kerala State Women’s Commission has issued an official notice to Shajahan. This is part of their independent inquiry into the matter, especially considering the explicit and gendered nature of the abuse. He has, so far, failed to respond to this notice as well.
Despite these developments, Shajahan has continued to publish and circulate defamatory content, including videos containing false, sexually suggestive, and deeply humiliating narratives. These materials, often monetised through social media platforms, include the unauthorised use of my personal images and videos, and have attracted thousands of obscene, abusive comments targeting not just me but the sanctity of womanhood in general.
This relentless campaign of abuse is not just an attack on me as an individual, but a reflection of deep-seated misogyny and a dangerous mindset that views women as mere objects for humiliation and ridicule. Such individuals, driven by their twisted notions of power and control, must understand that women are not pawns or playthings to be manipulated or defamed. Every woman builds her identity, dignity, and independence through her strength, talent, and perseverance, not through the cruelty of those who seek to diminish her.
I will pursue justice relentlessly, utilising every legal avenue available, until Shajahan receives the severe punishment his actions warrant. This is not only a fight for my personal honour but a battle for the dignity and respect of all women. Let this case stand as a stern warning to anyone who dares to think that they can target women with such heinous digital violence and escape accountability. The time has come for society to rise against such abuses and ensure that perpetrators are held fully responsible.

യൂട്യൂബര്‍ കെ.എം ഷാജഹാന്‍ ഉന്നയിച്ച സ്ത്രീവിരുദ്ധ പ്രസ്താവനകള്‍ക്കും അശ്ലീല ഫെയ്സ്ബുക്ക് പോസ്റ്റിനുമെതിരെ വനിതാകമ്മീഷന്‍ സ്വമേധയാ എടുത്ത കേസില്‍ കെ.പി.എ പ്രസിഡന്റ് അശ്വനി നമ്പാറമ്പത്ത് വനിതാകമ്മീഷന്‍ കോഴിക്കോട് നടത്തിയ സിറ്റിങ്ങില്‍ മൊഴി നല്‍കി. കഴിഞ്ഞ ഒരുവര്‍ഷത്തിലേറെയായി ഷാജഹാന്റെ യൂട്യൂബ്, ഫെയ്സ്ബുക്ക് തുടങ്ങിയ സോഷ്യല്‍ മീഡിയകളിലൂടെ തന്നെ വ്യക്തിപരമായി തേജോവധം ചെയ്യുകയും ലൈംഗികമായി അധിക്ഷേപിക്കുകയും ചെയ്യുന്നതായി മൊഴിയില്‍ പറഞ്ഞു. കേരള പ്രവാസി അസോസിയേഷന്‍ എന്ന രാഷ്ട്രീയപാര്‍ട്ടി യു.ഡി.എഫിന്റെ ഭാഗമാണ്. യു.ഡി.എഫ് യോഗത്തിനുശേഷം പ്രതിപക്ഷ നേതാവ് ശ്രീ. വി.ഡി സതീശനോടൊപ്പം എടുത്ത ഫോട്ടോ അശ്ലീലചുവയുള്ള പരാമര്‍ശങ്ങളോടെ പോസ്റ്റ് ചെയ്യുകയും ഇതിനു കീഴില്‍ നിരവധിപേര്‍ സ്ത്രീത്വത്തെ അപമാനിക്കുന്നതരം കമന്റുകള്‍ ഇടുകയും ചെയ്തു. ഇതിനെതിരെ ജൂണ്‍ നാലിന് നല്‍കിയ കേസില്‍ ഷാജഹാനെതിരെ ജാമ്യമില്ലാ വകുപ്പുപ്രകാരം കേസെടുത്തിട്ടുണ്ട് എന്നാല്‍ പോലീസില്‍ ഹാജരാകാന്‍ പറഞ്ഞിട്ടും ഹാജരാകാതെ ഷാജഹാന്‍ നിയമവ്യവസ്ഥയെ വെല്ലുവിളിക്കുകയാണ്. ഇത്തരം കാര്യങ്ങളും വനിതാകമ്മീഷനില്‍ അറിയിച്ചിട്ടുണ്ട്. കേസിന്റെ കാര്യങ്ങള്‍ കമ്മീഷന്‍ അധ്യക്ഷ അഡ്വ.പി.സതീദേവി നേരിട്ട് ചോദിച്ചറിയുകയും കേസുമായി ബന്ധപ്പെട്ട കാര്യങ്ങള്‍ തിരുവനന്തപുരം സിറ്റി പോലീസ് സ്റ്റേഷനില്‍നിന്നും ചോദിച്ച് നടപടിക്കായി നിര്‍ദേശിക്കുമെന്നും അറിയിച്ചു.

ഒരു വർഷത്തിലേറെക്കാലമായി, രാഷ്ട്രീയ പകപോക്കലിനും, സാമ്പത്തിക ലാഭത്തിനുമായി ഏറ്റെടുത്ത കൊട്ടേഷനുകളുടെ ഭാഗമായി ലക്ഷ്യത്തെ ഉന്നം വെക്കാനായി ഒരു സ്ത്രീയെ ആയുധമാക്കിയ ഷാജഹാനെ, താങ്കളെ ഈ തവണ നിയമം ഒളിച്ചോടാൻ അനുവദിക്കാതിരിക്കട്ടെ. നിയമവും സമൂഹവും താങ്കളെ ഈ തവണ തോൽപ്പിക്കട്ടെ, കാരണം താങ്കൾ ഉദ്ദേശിച്ച സമൂഹം മാറി, താങ്കളെപോലുള്ളവർ കുത്തി നിറക്കുന്ന നീചമായ ചിന്തകൾ വിശ്വസിക്കുന്ന ജനക്കൂട്ടം ഇന്നില്ല.

ചോദ്യം ചെയ്യലിനായി ജൂലൈ 4-ന് പോലീസ് നോട്ടീസ് അയച്ചിട്ടും, ഷാജഹാൻ നിയമത്തെ അവഗണിച്ച് ഹാജരാകാതെ ഒളിച്ചോടുകയാണ്. FIR രജിസ്റ്റർ ചെയ്തതിനു ശേഷവും, അതേ രീതിയിലുള്ള അധിക്ഷേപം അദ്ദേഹം തുടർന്നത് തന്നെ ഷാജഹാന് നിയമ സംവിധാനങ്ങളോട് പുല്ലു വിലയാണെന്ന് തെളിയിക്കുന്നു. ബാർ കൌൺസിൽ അയച്ച നോട്ടീസിനും ഷാജഹാന് ഒരു പ്രതികരണവും ഇല്ല, പ്രസ്തുത വിഷയം റിപ്പോർട്ട് ചെയ്ത ചാനലുകൾക്കെതിരെയും മാധ്യമ പ്രവർത്തകർക്കെതിരെയും, മുതിർന്ന വനിതാ റിപോർട്ടർക്കെതിരെയും വ്യക്തിപരമായി അധിക്ഷേപിക്കുന്ന തരത്തിലുള്ള വസ്തുതാവിരുദ്ധമായ വിഡിയോകൾ കേസ് രജിസ്റ്റർ ചെയ്തതിനു ശേഷവും ഷാജഹാൻ തുടർന്ന് കൊണ്ടിരുന്നു. ഷാജഹാന് (KM Shajahan) ആകെ താല്പര്യം വായിൽ തോന്നുന്നത് പുലമ്പി വീഡിയോസ് ഇറക്കി അതിന്ടെ ക്ലിക്കിൽ നിന്ന് കിട്ടുന്ന കാശു പോക്കറ്റിൽ ഇടുന്നത് മാത്രം. അത്തരത്തിലുള്ള വീഡിയോസ് ഷാജഹാൻ വസ്തുതാവിരുദ്ധമായി ലൈംഗീകമായി അധിക്ഷേപിക്കുന്ന ആളെ എങനെ ബാധിക്കുന്നു, അയാളുടെ കുടുംബത്തെ എങനെ ബാധിക്കുന്നു എന്നൊന്നും ഷാജഹാന് അറിയേണ്ട കാര്യമില്ല.

കഴിഞ്ഞ ഒരു വർഷത്തിലേറെയായി, കെ.എം. ഷാജഹാൻ (മുൻ മുഖ്യമന്ത്രി വി.എസ്. അച്യുതാനന്ദന്റെ മുൻ അഡീഷണൽ പ്രൈവറ്റ് സെക്രട്ടറി) സോഷ്യൽ മീഡിയ പ്ലാറ്റ്‌ഫോമുകളിലൂടെ എന്നെ ലക്ഷ്യമാക്കി, തുടർച്ചയായ ലൈംഗികമായി അധിക്ഷേപിക്കുന്ന , അപകീർത്തികരവുമായ, വാസ്തവവിരുദ്ധമായ കഥകൾ പ്രചരിപ്പിക്കുകയും, ഇപ്പോഴത്തെ പ്രതിപക്ഷ നേതാവുമായി എന്നെ മനപൂർവം അസത്യമായി ലൈംഗീക ചുവയോടെ ബന്ധിപ്പിക്കുകയും ചെയ്തതോടെയാണ് വിഷയത്തിന്റെ തുടക്കം. എന്റെ വ്യക്തിത്വവും രാഷ്ട്രീയവും പ്രൊഫഷണൽ നിലപാടുകളും തകർക്കാൻ ലക്ഷ്യമിട്ടായിരുന്നു ഈ പ്രചാരണങ്ങൾ, സാമ്പത്തികവും രാഷ്ട്രീയപ്രേരിതവുമായ ആനുകൂല്യങ്ങൾക്കായി. ഷാജഹാന് എതിർപ്പുള്ള ചില മറ്റു രാഷ്ട്രീയ നേതാക്കളുമായി ബന്ധപ്പെടുത്തി അവരെ കരിവാരിത്തേക്കുന്നതിനായി ഏറ്റെടുത്ത കൊട്ടേഷനുകൾ പൂർത്തീകരിക്കുന്നതിന്ടെയും ഭാഗമായാണ് ഷാജഹാൻ തുടരെയുള്ള ഈ ആക്രമണം ഒരു വർഷത്തിലേറെയായി നടത്തി കൊണ്ടിരിക്കുന്നത്.

ഈ വിഷയത്തിൽ ഞാൻ ചീഫ് മിനിസ്റ്റേഴ്‌സ് ഓഫീസിൽ 2025 ജൂൺ ഒന്നിന് നൽകിയ ഔദ്യോഗിക പരാതിയെ തുടർന്ന്, 2025 ജൂൺ 4-ന് ഭാരതീയ ന്യായ സംഹിതയിലെ (BNS) ജാമ്യമില്ലാത്ത വകുപ്പുകൾക്കും ഇൻഫർമേഷൻ ടെക്‌നോളജി ആക്ട് വകുപ്പ് ഉൾപ്പെടെ, തിരുവനന്തപുരം സിറ്റി സൈബർ ക്രൈം പോലീസ് സ്റ്റേഷനിൽ ജാമ്യ മില്ല വകുപ്പുകൾ ചുമത്തി ഷാജഹാനെതിരേ ക്രിമിനൽ FIR രജിസ്റ്റർ ചെയ്തിട്ടുണ്ട്.

അന്വേഷണത്തിന്റെ ഭാഗമായി, 2025 ജൂലൈ 4-ന് ചോദ്യം ചെയ്യലിന് ഹാജരാകാൻ പോലീസ് നോട്ടീസ് അയച്ചിരുന്നെങ്കിലും ഷാജഹാൻ അതിനെ അവഗണിച്ച് ഹാജരാകാതെ ഒളിവിൽ പോയതാണ്. അഭിഭാഷകനായ നിലയിൽ കേരള ബാർ കൗൺസിലും അഡ്വൊക്കേറ്റ്‌സ് ആക്ട് സെക്ഷൻ 35 പ്രകാരമുള്ള നോട്ടീസ് അയച്ചിട്ടുണ്ട്. അതിനും ഷാജഹാൻ ഇതുവരെ യാതൊരു പ്രതികരണവും നൽകിയിട്ടില്ല.

ഈ ദുഷ്പ്രചാരണങ്ങൾക്ക് എതിരായി നിയമ നടപടി സ്വീകരിച്ചിട്ടും,FIR രജിസ്റ്റർ ചെയ്തതിനുശേഷവും, നിയമ നടപടികളെ പൂർണ്ണമായും അവഗണിച്ച്, ഷാജഹാൻ അപകീർത്തികരമായ കഥകൾ പ്രസിദ്ധീകരിച്ച് തുടരുകയാണ്. രാഷ്ട്രീയപ്രേരിതവുമായ ആനുകൂല്യങ്ങൾക്കും, ഇത്തരം വിഡിയോകൾ വഴി കിട്ടുന്ന മോണിറ്റൈസേഷൻ സാമ്പത്തിക ബെനിഫിറ്റുകൾക്ക് വേണ്ടിയും ആണ് ഷാജഹാന്റെ ദുഷ്പ്രചാരണങ്ങൾ, തികച്ചും വാസ്തവ വിരുദ്ധമായ പ്രസ്താവനകൾ വിഡിയോകളായി, എന്നെ പ്രൊഫഷണൽ/ പേർസണൽ രീതിയിലും എന്റെ കുടുംബത്തെ ഒന്നടക്കവും ബാധിക്കുന്ന രീതിയിലുലുമുള്ള കണ്ടെന്റുകൾ, എന്റെ പേർസണൽ ഫോട്ടോകളും മറ്റും ഉൾപ്പെടുത്തി അയാളുടെ ഒരു ലൈസൻസും ഇല്ലാതെ വെറുമൊരു യൂട്യൂബർ എന്ന രീതിയിൽ നടത്തി കൊണ്ടിരിക്കുന്ന ചാനൽ വഴി തുടർന്ന് കൊണ്ടിരിക്കുന്നു. ഈ വിഡിയോകളും അതിനടിയിൽ വരുന്ന സ്ത്രീത്വത്തെ അപമാനിക്കുന്ന തരത്തിലുള്ള തികച്ചും അശ്ലീലമായ ആയ പേർസണൽ ആയി അറ്റാക്ക് ചെയ്യുന്ന രീതിയിലുള്ള അപമാനകരമായ ആയിരത്തിലേറെ കമെന്റുകൾ അയാളെ ഒരു രീതിയിലും ബാധിക്കുന്നില്ല എന്നതിനാൽ അയാൾ ഇത് തുടർന്ന് കൊണ്ടേയിരിക്കുന്നു

It’s clear that Shajahan’s only interest is in ranting on video for money, earning from clicks while feeding his ego. He cares nothing about how such sexually loaded and factually incorrect content affects the person he targets, or how it impacts their family.

Let the law and society ensure that this time, Shajahan cannot run from accountability. Let justice prevail, because mindsets rooted in misogyny have no place in a civil society.

Shajahan, if you want relevance, earn it, don’t snatch it from someone else’s reputation. Change your ways, update your thinking, and evolve with the world, or be ready to be rejected by the very society you try to manipulate.

Details about the case

For over a year, K.M. Shajahan (former Additional Private Secretary to ex-Chief Minister V.S. Achuthanandan) has been targeting me through social media platforms, consistently spreading sexually explicit, defamatory, and factually incorrect narratives. He deliberately attempted to associate me with the current Leader of the Opposition in a false and sexually suggestive manner. These campaigns were clearly intended to damage my identity, political standing, and professional reputation, carried out with the motive of gaining political and financial advantages.

Shajahan’s ongoing attacks over the past year appear to be part of a broader agenda, backed by certain political figures opposed to him. By using me as a tool, he has attempted to fulfil malicious contracts aimed at defaming and pressuring rival leaders.

Following my official complaint submitted to the Chief Minister’s Office on June 1, 2025, a criminal FIR was registered against Shajahan at the Thiruvananthapuram City Cyber Crime Police Station on June 4, 2025, under non-bailable sections of the Bharatiya Nyaya Sanhita (BNS) and relevant provisions of the Information Technology Act.

As part of the investigation, a police notice was served to Shajahan directing him to appear for questioning on July 4, 2025, which he blatantly ignored and went into hiding. Additionally, the Bar Council of Kerala has issued a notice under Section 35 of the Advocates Act, but Shajahan has yet to respond to that as well.

Despite legal action being taken and an FIR being registered, Shajahan has continued his defamatory campaigns in total disregard of the law. These attacks are clearly aimed at securing political advantage and financial gain, especially through monetisation of such content on social media. He continues to publish completely false and defamatory videos, targeting me both professionally and personally, and even including content that affects my family, by using my personal photos and other materials, without any license or authorisation, via a YouTube channel run merely under the guise of being a “YouTuber.”

These videos and the thousands of obscene, sexually abusive, and humiliating comments posted underneath, particularly targeting womanhood and my personal dignity, seem to have no impact on Shajahan, and that is precisely why he continues to do it without restraint.

ഇന്ത്യയിൽ മനുഷ്യർക്ക് നൽകുന്ന ഇൻട്രാ ഡെർമൽ റാബിസ് വാക്‌സിനുകളുടെയും (IDRV), നായ്ക്കൾക്കു നൽകുന്ന റാബിസ് വെറ്ററിനറി വാക്‌സിനുകളുടെയും ഫലപ്രാപ്തി പഠിക്കാൻ ഒരു സ്വതന്ത്ര വിദഗ്ധ സമിതി രൂപീകരിക്കുക, 2019 ൽ പുറത്തിറക്കിയ റാബിസ് പ്രതിരോധത്തിനുള്ള ദേശീയ മാർഗ്ഗനിർദ്ദേശങ്ങൾ ഏകീകൃതവും ശാസ്ത്രീയവുമായ രീതിയിൽ നടപ്പിൽ വരുത്തുക, ലോകാരോഗ്യ സംഘടന പുറത്തിറക്കുന്ന മാർഗ നിർദേശങ്ങളെ കുറിച്ച് അവബോധമുണ്ടാക്കാനുള്ള സംവിധാനങ്ങൾ നടപ്പിൽ വരുത്തുക എന്നീ ആവശ്യങ്ങളുന്നയിച്ചാണ് കേരളാ പ്രവാസി അസോസിയേഷൻ ചെയർമാൻ രാജേന്ദ്രൻ വെള്ളപ്പാലത്തും പ്രസിഡണ്ട് അശ്വനി നമ്പാറമ്പത്തും സുപ്രീം കോടതിയിൽ ഹർജി സമർപ്പിച്ചത്. നാഷണൽ സെന്റർ ഫോർ ഡിസീസ് കൺട്രോളിന്റെ മാർഗ്ഗനിർദ്ദേശപ്രകാരം മനുഷ്യർക്കുള്ള റാബീസ് വാക്സിന്റെ നിർമ്മാണം സങ്കീർണ്ണമായ പ്രക്രിയയായതിനാൽ, നിർമ്മാണത്തിനും പരിശോധനക്കുമായി കുറഞ്ഞത് മൂന്നോ നാലോ മാസമെങ്കിലും ആവശ്യമാണ്. എന്നാൽ നിർമ്മിച്ച് 14 ദിവസത്തിനുള്ളിൽ കേരളത്തിൽ വാക്‌സിൻ ലഭ്യമാക്കിയ സംഭവങ്ങൾ ഞെട്ടിപ്പിക്കുന്നതാണ്. ഗുണനിലവാര പരിശോധന നടത്താതെ ജനങ്ങളിൽ ഇത്തരം വാക്സിനുകൾ ഉപയോഗിക്കുന്നത് ഭരണഘടനയുടെ ആർട്ടിക്കിൾ 14, 19, 21 എന്നിവയുടെയും, 1940 ലെ ഡ്രഗ്സ് ആൻഡ് കോസ്‌മെറ്റിക് നിയമത്തിന്റെയും ലംഘനമാണെന്നും കേരളാ പ്രവാസി അസോസിയേഷൻ സമർപ്പിച്ച ഹർജിയിൽ ചൂണ്ടിക്കാണിക്കുന്നുണ്ട്.

ഗൾഫ് യാത്രക്കാരെ കൊള്ളയടിക്കുന്ന വിമാന കമ്പനികൾക്ക് കൂച്ചുവിലങ്ങിടാൻ സർക്കാർ തയ്യാറാകാത്ത സാഹചര്യത്തിലാണ് കേരളാ പ്രവാസി അസോസിയേഷൻ ഹൈ കോടതിയെ സമീപിക്കാൻ തീരുമാനിച്ചത്. ഉത്സവ കാലത്താണ് വിമാന കമ്പനികൾ ടിക്കറ്റ് നിരക്ക് കുത്തനെ കൂട്ടി യാത്രക്കാരെ ദ്രോഹിക്കുന്നത്. എയർ ഇന്ത്യ ഉൾപ്പടെ പത്ത് ഇരട്ടിയാണ് യാത്ര നിരക്ക് വർദ്ധിപ്പിച്ചത്. ഇത് വർഷങ്ങളായി തുടരുന്ന കൊള്ളയാണ്. വിമാന കമ്പനികളുടെ ജനവിരുദ്ധ നിലപാടിന് എതിരെ ഒരു ചെറുവിരൽ അനക്കാൻ പോലും കേന്ദ്ര സർക്കാർ തയ്യാറായിട്ടില്ല. കോവിഡ് പ്രതിസന്ധി മറികടന്ന് പ്രവാസികൾ പതുക്കെ ജീവിതത്തിലേക്ക് തിരിച്ചു വരികയാണ്. ഈ സാഹചര്യത്തിലും വിമാന കമ്പനികൾ നിരക്ക് വർദ്ധിപ്പിക്കുന്ന കാര്യത്തിൽ മനുഷ്യത്വരഹിതമായ സമീപനമാണ് തുടരുന്നത്.

പകർച്ചവ്യാധി കാരണം രണ്ട് മാസത്തെ ലോക്ക്ഡൗണിന് ശേഷം 2020 മെയ് 25 ന് സർവീസുകൾ പുനരാരംഭിച്ചപ്പോൾ ഫ്ലൈറ്റ് ദൈർഘ്യത്തെ അടിസ്ഥാനമാക്കി ആഭ്യന്തര വിമാന നിരക്കുകളിൽ സർക്കാർ പരിധി നിശ്ചയിച്ചിരുന്നു. ഉദാഹരണത്തിന്, 40 മിനിറ്റിൽ താഴെ ദൈർഘ്യമുള്ള വിമാനങ്ങൾക്ക് നിലവിൽ ഒരു യാത്രക്കാരനിൽ നിന്ന് 2,900- രൂപയും (ജിഎസ്ടി ഒഴികെ), 8,800 രൂപയിൽ കൂടുതലും (ജിഎസ്ടി ഒഴികെ) ഈടാക്കാൻ പാടില്ലെന്നായിരുന്നു നിയമം. ഇതേ മാതൃകയിൽ വിമാന നിരക്കിന് ഒരു പരിധി നിശ്ചയിക്കണം എന്നാണ് കേരള പ്രവാസി അസോസിയേഷൻ (KPA) ആവശ്യപ്പെടുന്നത്. പ്രവാസികൾ നേതൃത്വം കൊടുക്കുന്ന രാഷ്ട്രീയ പാർട്ടി എന്ന നിലയിൽ പ്രവാസികളോടുള്ള അവഗണനകൾക്കുമെതിരെ പ്രവാ

ദില്ലി: കേരള പ്രവാസി അസോസിയേഷൻ്റെ ഹർജിയിൽ കേന്ദ്രത്തിനും തെരഞ്ഞെടുപ്പ് കമ്മീഷനും നോട്ടീസ് അയച്ച് സുപ്രീംകോടതി. വോട്ടർ പട്ടികയിൽ പേരുള്ള പ്രവാസികൾക്ക് വിദേശത്ത് തന്നെ വോട്ട് ചെയ്യാൻ അവസരണം നൽകണമെന്ന് ആവശ്യപ്പെട്ടാണ് കേരള പ്രവാസി അസോസിയേഷൻ സുപ്രീംകോടതിയെ സമീപിച്ചത്.   പ്രവാസികളുടെ വോട്ടുമായി ബന്ധപ്പെട്ട മറ്റ് ഹർജികൾകൾക്ക് ഒപ്പം ഈ ഹർജിയും പരിഗണിക്കാമെന്ന് സുപ്രീം കോടതി ഇന്ന് വ്യക്തമാക്കിയിരുന്നു.

ഏറെക്കാലമായി ചർച്ചകളിലുള്ള പ്രവാസി വോട്ടുമായി ബന്ധപ്പെട്ടാണ് സുപ്രീംകോടതിയിൽ ഇപ്പോൾ പുതിയ ഹർജി ലിസ്റ്റ് ചെയ്യപ്പെട്ടിരിക്കുന്നത്. വോട്ടർ പട്ടികയിൽ പേര് ചേർത്തിട്ടുള്ള പ്രവാസി ഇന്ത്യക്കാർക്ക് തെരെഞ്ഞെടുപ്പുകളിൽ ബൂത്തുകളിലെത്താതെ വോട്ട് ചെയ്യാൻ സംവിധാനങ്ങൾ ഒരുക്കാൻ നിർദേശിക്കണമെന്ന് ആവശ്യപ്പെട്ടുള്ള ഹർജിയിലും സുപ്രീംകോടതി കേന്ദ്രത്തിൻ്റേയും തെരഞ്ഞെടുപ്പ് കമ്മീഷൻ്റേയും നിലപാട് തേടിയിട്ടുണ്ട് . പ്രവാസി വോട്ടുകളുമായി ബന്ധപ്പെട്ടുള്ള വിവിധ ഹർജികൾ ഇന്ന് പരിഗണിച്ച ചീഫ് ജസ്റ്റിസ് എൻ.വി.രമണ വിഷയത്തിൽ നിലപാട് വ്യക്തമാക്കാൻ ആവശ്യപ്പെട്ട് കേന്ദ്രസർക്കാരിനും കേന്ദ്ര തെരഞ്ഞെടുപ്പ് കമ്മീഷനും   നോട്ടീസ് അയക്കുകയായിരുന്നു.  കേരള പ്രവാസി അസോസിയേഷനായി പ്രസിഡൻറ് രാജേന്ദ്രൻ വെള്ളപാലത്ത്, അശ്വനി നമ്പാറമ്പത് എന്നിവരാണ് ഹർജി സമർപ്പിച്ചത്. ഹർജിക്കാർക്കായി അഭിഭാഷകരായ കുര്യാക്കോസ് വർഗീസ്   ശ്യാം മോഹൻ എന്നിവർ ഹാജരായി.  ദില്ലിയിലെ കെഎംഎൻപി ലോ ഫേമാണ് ഹർജി ഫയൽ ചെയ്തത്.

The Centre and the Election Commission were asked by the Supreme Court to share their response on a PIL seeking voting rights for non-resident Indians (NRIs) in polls, against a writ petition filed by Kerala Pravasi Association (KPA) Chairman Rajendran Vellapalath and President Aswani Nambarambath.

A bench comprising Chief Justice NV Ramana, Justices JK Maheshwari and Hima Kohli heard the PIL filed by the Kerala Pravasi Association, seeking voting rights for non-residents Indians. The Section 20A of the Representation of the People Act, 1950 provides special provisions for Indian citizens residing outside India to exercise their right to vote.

The Right to vote ensures participatory and responsible democratic government that empowers the citizens to influence governmental decision-making, policy and safeguards their other human rights. However, due to an absence of corresponding provisions, this has not been enforced.

As a result, a discrimination is created between foreign voters who are able/ incapable to be physically present in the respective constituency at the time of election, and those who are unable to physically attend the constituency, leaving them deprived of the opportunity to vote. This is a violation of the constituency for a citizen’s right, under Article 14, 19 and 21 of the Constitution of India.

Although the Central Government and the Election Commission seem to have taken several steps to implement the provision, such as setting up Parliamentary Standing Committees and introducing bills before the Lok Sabha/Rajya Sabha, no concrete decision on this has been implemented till date.

This strengthens the relevance of the reports submitted by KPA to ensure the inclusion of overseas electors. Some interpretations of Section 20A of 1950, which create unreasonable restrictions on the exercise of his right by a non-resident elector on account of his physical inability to be present at the constituency are infact in contravention of Articles 14, 19 and 21 of the Constitution.

Today’s decision by the Supreme Court to issue a notice on the writ petition is a milestone step in the implementation the rights guaranteed to citizens.

India’s first Lok Sabha had 23 women. But even after 60 years of Independence, there are only 59 women in the Lok Sabha. It would be a shame to say that it delivered as much as it did with all the reservations. India ranks 20th from the bottom in terms of representation of women in Parliament. This despite holding posts of president and prime minister as well as chief ministers of various states.

The problem goes beyond India. Even today, only 17 per cent of representatives in the US government are women.

India has an almost 50 per cent female population today. So, Why aren’t more women raising their voice on political opinions? Are women not environmentally conscious? Is there a lack of economic, social, historical and scientific awareness? Or do women simply dislike political matters and topics?

Good democracy can be implemented by conscious people and any women’s issue is a political issue. It should be solved politically. Unfortunately, due to tens of thousands of years of slavery and gender discrimination, women’s voices, experiences, and contributions are overlooked or undervalued, discouraging them from taking a political stand.

The Kerala Pravasi Association is working for to bring this change through their ‘Kerala Sree’ program that will tap into the potential of Indian women and bring more opportunity for economic growth and development. The program plans to implement necessary schemes to make women self-sufficient.

Kozhikode, also known as Calicut was once capital of the powerful Zamorins and a prominent trade and commerce center. The city continues to be a center of flourishing domestic and international trade but is also known for its serene countryside, pristine beaches, historic sites, calm backwaters, wildlife sanctuaries and so much more. Chaliyar, Kallai Puzha, Kadalundi and Mithaitheru is a scenic land.

Popular with both tourists and traders, the city deserves to have a light metro, said the Kerala Pravasi Association.

“The demand for a light metro in Kozhikode, the center of Malabar, is years old. A metro city will initiate connectivity through its historical land including cities like Kanolikanal, Mananchira, Mithaitheru, Valiyangadi, Kallai Puzha, Katappuram and Kutchira.”

Metro is essential to avoid incessant traffic jams within the city and allows for better reach and connectivity. There is no doubt that metro will be a success in Kozhikode city which is also home to the country premier educational institutions like IIM Kozhikode and CyberPark Kozhikode.

A 2500-cr Light Metro project, covering a distance of 13.33 km, was previously approved in 2017, which never saw the light of the day.

“Kozhikode’s light metro is always at the top of the manifesto during elections. Once the votes are counted, the Metro will become the word of politicians who will never follow through. A Light Metro should be implemented to change the face of the city like it did in Kochi. The Light Metro is a must in Kozhikode city for the state development boom.”

“Let’s join our hands and work towards realizing this dream for the development of Kozhikode,” said KPA.

The trend of launching an assaultive against expatriates each time a virus outbreak occurs, should be stopped, said the Kerala Pravasi Association (KPA).

The party’s comments came after the first case of Monkeypox was detected in the country when a person who returned to Kerala from the Middle East was hospitalized and later tested positive for the disease, as confirmed by Health Minister Veena George.

The news about the case has seen a spew of hate comments and anger towards the expat population in the UAE and across the Gulf countries.

“The initial reaction by the ruling party is to blame their shortcomings on others. Despite showing all the symptoms, the health department did not test the young man as required and sent him home. The government’s laxity in being prepared and having a contact list ready is evident.”

A large number of doctors and nurses from Kerala work in various countries. There are students who pursue medical courses abroad. These categories face the occupational hazard of viral attacks. In order to cover their failures and ability to curb the spread, the blame is shifted to these expatriates, calling them ‘disease carriers’.

“What is needed is a coordinated multidisciplinary  approach to effectively and efficiently tackle the global emergence and re-emergence of these diseases.”

“For expatriates, this bias faced by expatriates from the government is déjà vu, one that we saw during the Covid period.”

“The government cannot run away from its responsibility to prevent the epidemic. Strict restrictions were imposed on non-residents during the Covid-19 pandemic. The psychological effects of the stress and discrimination face by expatriates during Covid  are still present. Expatriates who returned home following all the guidelines laid down by the government. Many of these people returned home after losing their jobs and livelihoods, only to face more emotional torture to reach home. “

“The Government treated our returning expatriates as second-class citizens. It’s time for the Government of Kerala to assess the activities of the health department in foreign countries, especially in the Gulf countries, during the epidemic phases.”

“Across the Gulf countries, the Covid pandemic was handled with much vigilance without affecting anyone’s lives. The State must also understand the benefits given by each country to their health workers and front-line fighters of Covid.”

“Expatriates are the backbone of Kerala and there is no doubt how much the expatriates have reached out to residents in India during the Covid crisis. Efforts from some quarters to isolate the ever-neglected diaspora in the name of Monkeypox cannot be accepted.”

Local administrations hold the baton in the development of any society. Gandhi’s Panchayat Raj was implemented by the government through local self-government bodies. It was the most ideal approach to initiate both political and economic democracy at the grassroots level.

The role played by Panchayats, Municipalities and Corporations for the social reform of a region cannot be underestimated. It is the local self-government bodies that deal with all the small and big issues of each region, with the transference of power to the lower rungs of the political order.

Local Government ensures public amenities and services which are necessary for the convenience, healthful living and welfare of the individual and the community are duly provided. It is the need of the country to maintain these local institutions else face a complete dislocation of social and economic life of the community.

However the future of the local governance looks bleak in the situation where the ruling government withholds or reduced the funds towards these self-government bodies. The lack of finance and funds restrict them from formulating an annual plan and thus development work is affected.

The Kerala state government was called out for withholding funds allocated to these local bodies in the current Budget to offset the revenue crunch caused by the State’s fiscal mismanagement. This was recently brought to light by the leader of the Opposition, V. D. Satheesan at a Budget session of the Kerala Assembly.

The Kerala Pravasi Association (KPA) stated that this decision of the government will only serve to create administrative stagnation at the local level.

KPA added that the funds due to these local self-government institutions be restored with immediate effect and restore the Budget’s credibility.

The Indian Immigration Act of 1984 should be comprehensively amended. Speaking about the welfare of non-resident Indians across the Gulf countries, the Kerala Pravasi Association (KPA) said in a recent statement that the country needs new Immigration laws that follow a thorough comprehensive policy for overseas recruitment and general welfare of non-resident Indians.

“Absence of a proper immigration law is a setback for Indian workers abroad.

“Indian workers are continuously being exploited in foreign countries. These workers board the plane with high expectations and there must be firm laws designed to protect them. Countries must remain responsible for their citizens living abroad.

There has been a disparity in the attitude of our government, especially the Department of External Affairs, in this regard and it is time for change.”

“Central and state governments together must take the initiative to implement reforms that will help overseas Indians, who play a crucial role in the economic growth of the country. The Government cannot neglect the expatriates anymore.”

India still follows the British India Emigration Act, which was enacted in 1922 by the occupying British government, to evacuate workers from India to foreign countries. Even after decades of independence, the successive governments have not changed this. After constant pleas and interventions by the expatriate community, in 1983 the Indian government renamed the old British act into the ‘Indian Emigration Act’ without making any significant changes to the Act.

“Even after all these years, there is no wage protection or legal protection that Indian citizens living abroad are legally entitled to.”

“It is time for change. It is time to reform the Immigration Act and set up a Central Government Department of Migrant Workers for the welfare, protection and promotion of migrant workers and overseas Indians. The outdated 1983 Immigration Act, which only regulates the entry and exit of people across the border must be overhauled and formal immigration policies must be set,” emphasized KPA.

According to figures released by the International Organization for Migration (UN-IOM) World Migration Report 2020, there are 18 million migrants from India.

“It is terribly saddening that there is no independent immigration department or laws to handle the plight of many non-resident Indians, their welfare and other concerning matters.”

The Kerala Pravasi Association (KPA) has demanded that the central government urgently create a special immigration department and implement laws that solely address the needs, inadequacies and welfare of expatriates living abroad.

Airfares to India from the UAE and Saudi Arabia have skyrocketed making it difficult for expatriates looking to return home during the the Eid holidays. Speaking about the plight of non-resident Indians, the Kerala Pravasi Association (KPA) demanded that air fares be capped immediately.

”The government should clamp down on the airlines that prey on Gulf passengers. During the festive season airline companies increase ticket prices and this is detrimental to passengers looking to reconnect with their families -for many, after a long hiatus due to the pandemic.”

“Even Air India saw fares escalate by nearly ten times. This is a scam that has been going on for years. The central government refuses to raise their voice against this covetous attitude of the airlines,” the party said in a statement.

“Gulf expatriates are slowly returning to normalcy after two years of Covid, when a large majority of people could not visit their families. The Eid holidays have traditionally been a period to return home but the airline companies and their  inhumane approach of doubling airfares even on short-haul flights, have denied many the chance to reconnect with their families.”

When services resumed on May 25, 2020 after a two-month lockdown due to the pandemic, the government had capped domestic flight fares based on flight duration.

According to this, for flights of less than 40 minutes duration, a passenger should not be charged less than Rs 2,900 (excluding GST) and not more than Rs 8,800 (excluding GST).

The Kerala Pravasi Association (KPA) demands that a similar model be set to regulate air fares from the Gulf states too.

“It is imperative that the Ministry of Civil Aviation intervene immediately to stop this exploitation by the airlines.”

നടപ്പിലാക്കുന്ന സൗജന്യ ഭവന പദ്ധതിയുടെ ആദ്യ ഭവനത്തിന്റെ തറക്കല്ലിടൽ കർമ്മം 25.07.2022 നു കേരളാ പ്രവാസി അസോസിയേഷൻ നാഷണൽ കൗൺസിൽ പ്രസിഡന്റ് ശ്രീമതി അശ്വനി നമ്പാറമ്പത്തും മാവൂർ ഗ്രാമപഞ്ചായത്ത് പ്രസിഡണ്ട് ശ്രീ രഞ്ജിത്തും മാവൂർ പഞ്ചായത്ത് കേരളാ പ്രവാസി അസോസിയേഷൻ ഭാരവാഹികളുടെ സാന്നിധ്യത്തിൽ നിർവ്വഹിച്ചു. 530 sqft വലുപ്പത്തിൽ നാലു മാസം കൊണ്ട് പണി പൂർത്തിയാക്കി വീട് താമസ സജ്ജമാക്കുക എന്നുള്ളതാണ് കേരളാ പ്രവാസി അസോസിയേഷൻ ലക്‌ഷ്യം വക്കുന്നത്. സാമ്പത്തികമായി പിന്നോക്കം നിൽക്കുന്ന അർഹരായ എല്ലാവര്‍ക്കും സുരക്ഷിത ഭവനം എന്ന ലക്‌ഷ്യം മുന്‍നിര്‍തി കേരളാ പ്രവാസി അസോസിയേഷൻ ആവിഷ്ക്കരിച്ച് നടപ്പിലാക്കുന്നതാണ് ആയിരം ഭവന പദ്ധതി. ഓരോ വാർഡിലും കേരളാ പ്രവാസി അസോസിയേഷൻ കമ്മറ്റികൾ മുഖേന ശുപാർശ ചെയ്യപ്പെടുന്ന കുടുംബങ്ങളെയാണ് മാനദണ്ഡങ്ങളുടെ അടിസ്ഥാനത്തിൽ ആയിരം ഭവന പദ്ധതിയുടെ ഗുണഭോക്താക്കളാക്കുന്നത്. ജാതി-മത പരിഗണനകളൊന്നും കൂടാതെ സമൂഹത്തിലെ അതി ദരിദ്രരെയാണ് ഈ പദ്ധതിയിലുൾപ്പെടുത്തുക. വീടിന്റെ പ്ലാനും ചെലവും ഗുണമേന്മയുടെ ഘടകങ്ങളുമൊക്കെ കേരളാ പ്രവാസി അസോസിയേഷൻ ട്രസ്റ്റിന്റെ കീഴിലുള്ള ഗവേർണിംഗ് ബോഡികളാണ് തീരുമാനിക്കുന്നത്. “വെറും പൊള്ളയായ വാഗ്ദാനങ്ങൾ അല്ല; നൽകുന്ന വാഗ്ദാനങ്ങൾ പാലിക്കുക എന്നതാണ് നമ്മുടെ ലക്ഷ്യം.
