KPA slams ignorance of a key bill offering 33pc reservation for women in Lok Sabha

The Women’s Reservation Bill, introduced in 1996, continues to remain pending in the Parliament of India. The proposal to amend the Constitution of India to reserve 33 per cent seats in the lower house of the parliament, Lok Sabha, and in all state legislative assemblies for women, remain forgotten.

The Kerala Pravasi Association has questioned the ignorance behind leaving such a crucial bill untouched. The Women’s Reservation Bill was initially introduced in the parliament on September 12, 1996. The bill was introduced in Lok Sabha by the United Front government of HD Deve Gowda.

The Vajpayee government pushed for the bill in Lok Sabha but it still wasn’t passed. Later, the UPA-I government, led by Congress, again introduced the bill to reserve seats for women in Lok Sabha and legislative assemblies in May 2008. After its reintroduction, the bill was passed by Rajya Sabha on March 9, 2010, but was still left pending in Lok Sabha. Currently, the bill remains pending in the Lok Sabha. Since then, the passing of the bill has been a subject of many discussions and yet has not seen the light of day. A matter that has been under discussions for the last 27 years.

The bill will only be passed if the ruling government supports the bill with full force, as they have the majority in Lok Sabha.

The current central ruling parties have misled the women in our country, who constitute half of the population, by including this matter in the manifesto twice and promising action within 100 days of coming into power. These promises were broken under the disguise of “being a matter to be considered with the consensus of political parties”!

Sadly this remains the fate of only the Women’s Reservation Bill. When the Agriculture Bill and the Citizenship Amendment Bill was brought to light, joint session of Parliament was called at midnight to ensure the bill was prioritized and passed on time.

Women deserve better representation in the legislatures. It is not a bounty, but a right. Why are women in our country constantly being treated as second-class citizens when governance can be acquired through their experience?

A law ensuring 33 per cent reservation for women in legislatures should be just the beginning of a long journey towards reaching a target is 50 per cent.

It is time for India, the largest democratic system in the world, to set itself an example to the rest of the world, said KPA.

‘Measures underway on expatriate suffrage’; Center announce its position on NRI voting rights

The Central Government has clarified in the Supreme Court that it will soon take steps to provide facilities for non-residents and migrant workers to vote in the elections.

Attorney General R Venkataramani added that the confidentiality of the election will be maintained.

A bench headed by Chief Justice UU Lalit disposed the petitions regarding non-resident voting rights on the government’s assurance. The court while highlighting the case, said that the government should take a decision and that the Supreme Court’s interference in the power of the Parliament is limited.

Earlier, the Supreme Court had sent notices to the Center and the Election Commission, asking them to share their responses on the PIL seeking voting rights for non-resident Indians (NRIs).

Although the amendment for voting rights was introduced and passed in the Lok Sabha, it has not been introduced in the Rajya Sabha. As a result, the Chief Justice expressed that the court is not in a position to introduce and pass the amendment in the Parliament. The court also highlighted that non-resident Indians cannot demand the arrangement to vote be made for soldiers.

In 2014, Dr Shamseer Vayalil, a UAE-based petitioner approached the Supreme Court with a petition demanding that the government provide an opportunity for Indians working abroad to vote during elections, from their respective countries.

Kerala Pravasi Association (KPA) Chairman Rajendran Vellapalath and President National Council Aswani Nambarambath too filed a writ petition seeking voting rights for non-resident Indians (NRIs) in polls earlier this year.

During the hearing, the Chief Justice said that these petitions have been key in bringing the matter to the attention of the government. Advocate Harris Biran appeared on behalf of Dr Shamseer Vayalil, and advocates Kuriakose Varghese and Shyam Mohan on behalf of the Kerala Expatriate Association appeared in the Supreme Court.

SC issues notice to Centre on study over efficacy of current rabies vaccine in India

The Supreme Court last week, issued notice to the Central Government in a plea seeking to constitute an independent expert committee to study the efficacy of the current rabies vaccines in India filed by Kerala Pravasi Association.

A Supreme Court bench of justices led by Ajay Rastogi and CT Ravikumar issued notice after hearing Advocate Kuriakose Varghese assisted by Advocate V Shyamohan, asking for a stringent committee study on the efficacy of the Intra Dermal Rabies Vaccines (IDRVs) currently being administered to humans, on account of the number of deaths that have occurred despite timely administration of the vaccines in the Country.

These deaths have posed several questions regarding the treatment protocol, and more importantly, the efficacy of the vaccines, the plea states.

The plea has been filed by Dr. Rajendran Vellapalath, Chairman of Kerala Pravasi Association and Ms. Aswani Nambarambath, President of the Party who are also leaders of the Association through Advocates Kuriakose Varghese and V. Shyamohan, KMNP Law.

The plea highlights that ‘as per the National Centre for Disease Control, manufacturing of Rabies vaccine for humans, being a complex process, needs a minimum of three to four months for manufacturing and testing. Shockingly, there have been instances where the vaccine has reached the State within 14 days of manufacture.’

‘Non-adherence to the requisite quality checks would be a direct violation of Articles 14, 19 and 21 of the Constitution of India, apart from violations of provisions under the Drugs and Cosmetics Act, 1940 and Rules thereunder.’

The petition also seeks direction to call for the records pertaining to instances, if any, where vaccines were procured by the State Governments without statutory approvals by the Central Drugs Laboratory.

Along with this, the rise in the number of rabies infected dogs is also a matter of concern, the plea points out. This would warrant an enquiry into the quality of anti-rabies vaccines administered to dogs. It is the petitioner’s case that eliminating the risk of rabies at its source i.e., dogs, is the most effective measure to curtail the spread of rabies’

‘Further, there are studies which reveal that even a single dose of vaccine is effective in curbing rabies in dogs,’ the plea stated.

As per experts, human rabies is a 100 per cent vaccine preventable disease and the vaccines are considered to be ‘highly effective, safe and tolerated’. Perforce, without vaccination, rabies is a fatal disease, the plea adds.

‘While improper administration of IDRV is stated to be a possible reason for failure of the medicine in some cases, the recent deaths points towards the very efficacy of the vaccine.’

The petition also underscored the importance of training medical staff of how to properly deal with dog bites.

‘Moreover, it is necessary that the medical staff be trained adequately to ensure that the National Guidelines for Rabies Prophylaxis, 2019 (‘Guidelines’) can be adhered to with respect to treatment of dog bite cases. Furthermore, the Guidelines ought to be given wide publicity, especially those relating to wound management, vaccine schedule etc., to prevent high fatality,’ highlights the plea.

Apart from setting up an expert committee, the petitioners also pray for wide publicity and to ensure proper and uniform implementation of the National Guidelines for Rabies Prophylaxis, 2019, with appropriate revisions from time to time as per the latest developments endorsed by WHO.

KPA files plea in Supreme Court, demands panel to study anti-rabies vaccine effectiveness

A committee of experts to study and report on the effectiveness of the current rabies vaccine is the need of the hour, as Kerala reels from its recent stray dog menace that have seen as many as 20 deaths, out of which 15 were not administered the anti-rabies vaccine while the remaining five died despite administering the vaccine.

The Kerala Pravasi Association (KPA) reached out to the Supreme Court seeking immediate intervention to ensure that the quality of anti-rabies vaccine that is administered is up-to-date. The petition was filed by KPA Chairman Dr Rajendran Vellapalath and President Aswani Nambarambath.

The petition highlights that in recent years many people, bitten by dogs have died of rabies, raising doubts about the treatment protocol and the effectiveness of these anti-rabies vaccines.

Besides proper quality check on the vaccines, the failure to purchase and distribute these vaccines or unapproved distribution – where vaccines were known to have been procured even before requisite approvals were obtained from the Central Drugs Laboratory as per the norms; lack of sterilization of stray dogs in the last two years or implementation of a proper animal birth control program have all been factors leading to the stray dog menace.

The rise in the number of rabies-infected dogs calls for a direct enquiry about the anti-rabies vaccines administered to dogs as well. The petition calls for an independent expert panel to be tasked with studying the effectiveness of intradermal rabies vaccines (IDRVs). KPA have also requested for more publicity and a widespread campaign to ensure that a proper and uniform implementation of the National Guidelines for Rabies Prophylaxis, 2019 is followed with appropriate revisions from time to time as per the WHO guidelines.

According to the guidance note issued by National Centre for Disease Control the manufacturing of Rabies vaccine for humans, being a complex process, needs a minimum of three to four months for manufacturing and testing. However, there have been instances where the vaccine have reached the State within 14 days of manufacture. This calls for non-adherence to the requisite C quality checks would be a direct violation of Articles 14, 19 and 21 of the Constitution of India, apart from violations of provisions under the Drugs and Cosmetics Act, 1940 and Rules thereunder.

Kerala Pravasi Association filed the petition in the Supreme Court through KMMNP Law.

Election Commission of India recognizes KPA as a political party

The Kerala Pravasi Association (KPA) formed under the leadership of expatriate Indians has been approved by the Election Commission of India. KPA was formed with a vision to be a political party with new ideas that will replace the anti-democratic and opportunistic politics of the country’s fronts.

The Kerala Pravasi Association’s entry into politics is under the slogan “Self Sufficient and Self Reliant India” through Pravasi’s. The initial mission of the Kerala Pravasi Association’s is to implement the NRIs’ vision in 36 key areas related to the daily lives of the people of India. These include poverty alleviation, agriculture, dairy development, elimination of unemployment, infrastructure development (drinking water, housing, health care, etc.), environmental protection, energy , clean Kerala, Insurance, renewable energy , electric vehicles, drug-free Kerala, e-Governance, women safety and empowerment and more.

Kerala Pravasi Association’s activities has started from Kerala as it is a state with a diaspora based economy only. The expat community, which accounts for over one third of Kerala’s population, contributes about 37 per cent of Kerala’s GDP. Despite this, successive governments and mainstream political parties have failed to include the expatriate community in the development of state.

Kerala Pravasi Association is very committed to its cause and does not engage in any form of activities such as bandhs and hartals, destruction of public property and stagnation of public life, as being practiced by other political parties.

Kerala Pravasi Association functions by forming Panchayat, Municipal, Corporation, District and State Committees under a 36 member National Council that includes members from all the 14 districts of Kerala and other states.

Through the Kerala Pravasi Association’s Website (www.keralapravasiassociation.com), all Indians above the age of 18 including the country’s expatriate population, have the opportunity to become active members of the association by gaining Ordinary Membership and Active Membership from June 1.

KPA is committed in leveraging the knowledge and skills gained from the diaspora, high work culture, advanced technical knowledge, advanced job training, sense of purpose and dedication and commitment to work for the betterment of the country. KPA is committed to implement the views of expatriates on matters related to the daily lives of the people.

As a first step, Kerala Pravasi Association (KPA) have said that expatriates are not been able to exercise their right to consent and participate in the democratic process by casting votes in their home country as they lead an expatriate life despite being Indian citizens. Kerala Pravasi Association has approached the Supreme Court with the intention of getting Pravasi the right to vote.

At the same time, Kerala Pravasi Association has also approached the High Court against the negligence of the State Government in not taking a favorable approach to include Kerala expatriates over the age of 60 years, in the Pravasi Welfare fund Scheme of the State Government, despite the High Court directing in August 2020 to raise the age limit for membership.

The party has also announced a recruiting company called pravasijobs.com that will operate with the aim of eradicating unemployment of around 40 Lakhs educated youths in the State and the rest of the Country. The Kerala Pravasi Association has also decided to organize job fests in different parts of the country as part of promoting pravasijobs.com.

Other new ventures like keralastartup.com will be launched to find and promote startups from conception. The Kerala Sree project has been formulated for the empowerment of women. It will implement the necessary schemes to make women self-sufficient.

The Kerala Pravasi Association will now be active in Indian politics as a pressure force before the government on all issues related to Pravasi Indians as well as to raise the issues faced by the common man in India.

KPA propose new center for children with disabilities, meets Minister Atewala

Kerala Pravasi Association (KPA) Chairman and President, Rajendran Vellapalath and Aswani Nambarambath called on Mr Ramdas Atewala, President of Republican Party of India and Minister of State for Social Justice and Empowerment at his residence in Delhi recently.

During the meeting they addressed number of key subjects with the vision to bring to life KPA’s central projects, guided by the expertise of governing bodies under the KPA trust.

Discussions were held to jointly conduct a study and work towards starting center for the empowerment of persons with disabilities including Autism, Cerebral Palsy, Mental Retardation and other disabilities in Kerala.

The new center aims to provide thousands of children the opportunity of early detection of disabilities, which is crucial to ensure early intervention and thereby ensure optimal development.

The new center, when realized, will be part of party’s goal in implementing the expertise of expatriates across 36 areas, including agriculture, environment protection, health and wellness, industrial development and manufacturing sectors, aimed to uplift and provide a sustainable livelihood to its beneficiaries.

Bringing better dairy standards, KPA plans for a new dairy farm

Kerala Pravasi Association (KPA) Chairman Rajendran Vellapalath and National Council President, Aswani Nambarambath recently visited the Al Rawabi dairy farm in Al Khawaneej, Dubai.

The visit was to learn and bring to life their vision one of KPA’s ambitious projects of launching a milk farm, with the expertise of governing bodies under the KPA trust.

The new farm, when realized, will be part of the party’s goal in implementing  the expertise of expatriates across 36 areas, including agriculture, environment protection, health and wellness, industrial development and manufacturing sectors, aimed to uplift and provide a sustainable livelihood to its beneficiaries.

More than 3,000 workers and 15,000 cows that roam freely in a 400-acre farm, each yielding about 39 liters of milk, it is one of the largest dairy farms, serving more than one million customers per day. The farm is also the nation’s largest animal feeds manufacturers with a fully automated fodder manufacturing unit, a reverse osmosis water treatment plant with ozone and UV filtration systems and allied products for on-farm and off-farm needs.

The success of AlRawabi is a testament to their mission to promote a healthy lifestyle despite tough challenges like temperature control, round-the-clock production units, ensuring top-of-the-class standards and more.

One the other hand, here in India, where dairy plays a significant part in numerous aspects of Indian society, including cuisine, religion, culture, and the economy, we fail to see the same level of commitment and initiative to develop our dairy farms.

Over the years India has transformed from a country of acute milk shortage to the world’s leading milk producer, thanks to the phenomenal success of the Government initiative known as Operation Flood (1970–1996) and their focus on dairy development activities. In that initiative, rural milk shed areas were linked to urban markets through the development of a network of village cooperatives for procuring and marketing milk. And milk production and productivity were enhanced by ensuring the availability of veterinary services, artificial insemination (AI), feed and farmer education and the investment paid off.

However, since then that growth has slumped. The slowdown is attributed to the decline in investment in the dairy sector since the end of the Operation Flood initiative.

Today, milk co-operative societies like Milma ( (a milk co-operative founded by Kerala Co-operative Milk Marketing Federation in 1980), buy milk from independent dairy farmers, without proper standards in place. The quality of the milk varies and these societies pay based on the quality – for instance its fat content, which is likely to become a social security issue in the future.

Another question to ask is, how long will people continue to rear cows in Kerala only because of incentives from the Government? Or if the collaborators choose to stop milk production tomorrow, what will be the state of Kerala’s dairy industry – leaving them to rely on neighboring states of Tamil Nadu or Karnataka or the many unorganized dairy farmers?

KPA, under the KPA trust, has narrowed a suitable location and has proposed a dairy farm project. The party is hopeful that if implemented well, it can be turned into a success.

KPA Chairman, Mr Vellapalath’s father, Mr Balakrishnan Vellapalath will bring on board his expertise and experience having worked at state-run milk co-operatives including Milma for many years.

Why is KPA relevant and necessary in today’s politics?

The Kerala Pravasi Association, founded and led by expatriates, is moving ahead with its membership campaign as they look to grow their active member partnerships. Several ward-based committees have been put in place across all districts in Kerala. The goal of these ad hoc committees will be to establish as strong upper committee through democratic elections, following which they will be made void.

Any Indian citizen of this country over the age of 18 years can become a member of KPA. KPA has adapted a transparent working style that will be led by a strong expatriate community whose main goal will be to address the basic needs and affairs of our fellow citizens and raise their standard of living.

Since its launch, KPA has faced several backlash as our goals and values have threatened other movements .

On one hand, minorities are being discouraged from joining KPA by calling it a Hindu bias and on the other hand, party members have been barefacedly called creators of Muslim appeasers.

Propaganda is active but KPA remains steadfast in their goals to bring the National Democratic Alliance (NDA) to power in Kerala. KPA is committed to push Kerala forward and denounce the previous and existing ruling parties, who have done nothing for this country. Nepotism, corruption and the archiac thinking of the leaders have left Kerala at a standstill.

Expatriates are the backbone of this country and continue to be neglected in every field. To lead this country to self-sufficiency, the diaspora community must stand unitedly with the people of this country. Let vested interests throw stones. The KPA will respond not with words, but with actions that join them together.

To every expatriate out there, KPA asks them to contemplate what is best for them. Do you want to spend more time supporting traditional politics that are unfit to last? Do you want to be part of a new political culture where political workers have not been devalued in this country?

Think and choose for yourself!

Strong startup ecosystem gives Kerala the title as ‘StartUp hotbed of India’

India is the world’s third-largest startup ecosystem with over 55,000 startups today and according to Startup India; Kerala is one of the top Indian states for a startup environment, in terms of performance.

The contribution of each state to the overall development of India’s National Startup Ecosystem is key to this growth. Over the years, several targeted policies and schemes have been introduced with a focus on disruptive technology, women entrepreneurs, and grassroots innovators to drive inclusive growth in the ecosystem. Additionally, state-supported incubators, mentorship networks, and funding opportunities have also expanded across the state.

The Kerala Startup Mission is the central agency of the Government of Kerala for entrepreneurship development and incubation activities in Kerala, India. The state has set an ambitious target of having over 15,000 startups and 200,000 jobs in emerging technologies in the next five years, it was recently announced by  Chief Minister Pinarayi Vijayan at the third edition of the ‘Huddle Global 2022’, organized by the Kerala Startup Mission (KSUM).

The state is also home to the first Fintech Accelerator and Finishing School that offers global leaders from the startup ecosystem a platform to strengthen networking and forge partnerships.

So, what makes Kerala a unique startup destination?

Kerala has built for itself a unique model that nurtures startups from ideation to scale-up stage. The state is also scaling new heights in technology by becoming a stable model ecosystem for startups.

At Kerala Pravasi Association, we believe that the Malayali expatriate population, with their international exposure to a professional ecosystem, working and with people from various nationalities and cultures, must bring their innovative ideas onboard and introduce a fresh and open mindset, which can be leveraged to take any startup idea to the next level.

Pravasi’s can also lend their expertise into the state’s mentorship networks and create more funding opportunities for new entrepreneurs.

With access, experience and know-how on various technologies and the ability to work in a multi-cultural work environment, they bring on board new and exciting implementations, at a more personalized level but at international standards.

The Kerala government offer an excellent range of initiatives such as IEDC (Innovation and Entrepreneurship Development Centers, for colleges), YIP (Young Innovators Programme), programs for incubation and acceleration, corporate innovation, besides the Center of Excellences, infrastructure facilities, government as a marketplace scheme, innovation grants, Fund-of-Fund and International Exposure programs and so much more, making it an ideal place to launch and grow new enterprises.

Besides Kochi, Kerala plans to extend launch a new emerging technology startup hub in Thiruvananthapuram too offering all the facilities now available in Kochi.

Startups are the future of the country and Kerala has shown its commitment in providing the right ecosystem to our future entrepreneurs. According to KSUM, startups in the state have raised over Rs 3,200 crore as equity investments since 2015.

For those looking to take the plunge into entrepreneurship, success is easier to find when there is more clarity in your vision. It is as important to study the market, understand competitors or similar products and find the gaps to make the most of these startup programs and funds.

Choosing the right investor is key to growth too. An investor who not only believes in your idea but someone who is willing to help you stretch your ideas to the next level. Investment comes not just in the form of money but sharing their experiences and timely advice to take the idea to the next level is priceless.

Trust yourself and remember that it is OK to pivot at the right time if the outcome is not as per your idea.

Leaders of tomorrow: Women and political participation

Despite a widespread public acceptance of female politicians in India, the gender disparity in Indian politics continue to show that women’s political participation in the subcontinent remains low.

Whether at the highest echelons of power and at the grassroots level in social movements, women have proven their mettle nationally and regionally, yet women’s political participation and overall motivation remains low. This is despite the Indian Constitution’s provision of equal opportunity. Their lack of presence has a substantial impact on women’s empowerment and as a result with the issue of gender disparity in the country.

According to a 2020 report by the Association of Democratic Reforms (ADR) and National Election Watch (NEW), less than a tenth of the over 50,000 candidates contesting federal and state elections are women.

The gender disparity in Indian politics could be the result of various factors. To being with the general notion that politics is not suited for females as it is a “male profession”. The notion that women are less suited for aggressive or loud position and those that require travel, often an infrastructural barrier, have traditionally been a deterring factor.

Lack of better education, especially political education among women have also deferred them from greater political participation as they are oblivious of their basic and political rights, reiterating the fact that education does play an important role.  So, despite the fact that women make up about half of our population, they are underrepresented in our political system.

A bill to reserve a third of all seats in the national and state legislatures for women has been stalled in the Indian parliament for almost three decades. A bill to reserve a third of all seats in the national and state legislatures for women has been stalled in the Indian parliament for almost three decades.

Until that happens, parties must take the initiative to increase women’s parliamentary presence and serve as an inspiration to others.

At Kerala Pravasi Association (KPA), we recognize the value of having more women comrades and constantly encourage their active participation. Together, we believe they will rightfully lead the party’s Kerala Sree project, aimed towards the empowerment of women.

Afterall, providing women with strong, leadership opportunities and making them a part of the decision making process can go a long way in achieving women’s empowerment.

Inspiring women: In conversation with Aswani Nambarambath

Aswani Nambarambath, Founding President National Council for Kerala Pravasi Association speaks about the Kerala Sree project and her vision for women’s empowerment .

When a group of us decided to work towards bringing change for the diaspora community and empower and utilize their  skills and growth of our country, we knew it would change the lives of women across the state of Kerala incredulously.

When we founded the Kerala Pravasi Association (KPA) in 2019 and in my role as President, the main goal was to work for the welfare and resettlement of expatriates from Kerala. Since then we have created a strong and active online community presence, of over 2.8 lakh followers, where contemporary issues are proactively discussed. Our colleagues who have relentlessly been part of this journey deserve a lot of appreciation too.

The registration of Kerala Pravasi Association (KPA) and the subsequent acceptance and support by the Election Commission and the larger diaspora community has firmly made KPA, an independent national political party.

Today, as one of the founders of the independent, national political movement called Kerala Pravasi Association and in my role, leading this movement from the helm in the capacity of National Council President, there is one thing that gives me the greatest joy – the presence and active participation of women in KPA.

The launch of our ‘Kerala Sree’ project was formulated for the empowerment of women. We plan to implement several schemes under Kerala Sree to make women more self-sufficient.

Since the party was established, we have grown in size and strength and today we are a group of enthusiastic women committed to working towards the welfare and betterment of the women across the country. There is great pride to see this number grow day by day and to see them raise their voice and come into the public arena and into leadership positions.

In our mission to provide more ‘Opportunities for women in leadership roles’ we have seen much progress. After all these are times when women entrepreneurs are continuously proving that no field of enterprise is alien or inaccessible to them.

We see more women in technology jobs today, than ten years ago. But just as important is the awareness and knowledge of the diverse professions and facilities available to them. There are many women who have not been able to bring to life their business dream.

Our objective at Kerala Sree is to create and provide them that self-employment opportunity in any business venture they wish to pursue. By being a part of KPA, they receive the encouragement, expert advice, support as well as financial assistance and investment to launch and realize their entrepreneur dreams.  Today as we go forward, we strengthen our pledge to grow in this journey and continue to work towards bringing equal opportunities to women.

To women everywhere, be confident in your abilities, and when the time comes, put those abilities to the test. Go ahead without doubting your own abilities, dismiss the obstacles and setbacks and walk towards success.
